Do you think that it's fair to be punished in that way? I think its pretty harsh, from an outsider looking in it seems that in the US drinking at any age is a bit more of a taboo, where as in europe drinking really isnt an issue, Even more so in countries like france and italy. There is a major concern in the UK about binge drinking, but its kind of accepted the teenagers will have their first drink at around the age of 14 or 15, although the law and parents dont encourage it.
