My group of eight is all 21-22 and I went on vrbo.com to look for someone who would rent to us. Even though almost every listing said "over 25 only" I found at least four owners at the Boardwalk who were willing to rent to us and I would have found MANY more if I checked the other resorts--and keep in mind that this was only for the ones listed on vrbo. Not only did we secure a great condo within days, but we aren't even paying a deposit and they didn't charge more for the week because we were young. We won't have trouble when checking in without a 25 year old because we've done this directly through the owners. I think you will find success.
