Panhandling Banned?

Word is Mayor Jimmy Weekley pushed for and got an ordinance passed that bans panhandling at Mallory Square, the end of Duval Street, and around the "southermost point."

How bad had the problem gotten? Has anyone had any recent experiences with "panhandlers" in the areas mentioned?
