LCD Computer monitor problem

Wondering if anyone can enlighten me as to what would cause a computer monitor to have color problems? Upon boot up of the computer the screen is totally red with two thin black lines running up and down. I have also noticed many pictures I view have that red color. It is like the black color is totally gone. Any ideas as to what this might be and of a way to fix this??? My parents have the same monitor and theirs does not do this. Very frustrating and annoying!

Thanks. Now that I think about it. We had that problem with the ones at work last week on some brand new flat panel monitors. They had a problem color. One at work still has a purple color to the pictures on the homepage of msn until it comes up good. Is there a driver to fix such a problem? We can do it if there is. I did have to download one driver on the one computer last week. Something to do with a network card. But there was a certain error message. Mine had a video card problem last week at work, upon boot up, it would go through the whole boot up process only to come up total black screen.
