Presented by the Arts Council of New Orleans, the Arts Market is an open air festival of creativity held the last Saturday of every month in Palmer Park (located at the corner of South Claiborne and South Carrollton Avenues). Jenny Koelbel, regularly sells her work at the Arts Market, will feature paintings (see below) "that give an elegant twist to the image of Mardi Gras beads". The artist likes to focus on "this fun part of New Orleans that reminds people of jewelry and treasure." Jeffrey St. Romain, an Arts Market artist that produces graphic collages on skateboards (image at right) stated, "Mardi Gras is the time of year in New Orleans where everyone becomes an artist."
