Check Expedia, Orbitz, then check the site of the actual airlines that have the fares and times you want.
But here are two bigger secrets to flying into Panama City:
Panama City airport is small. No big jets, which means higher fares. If you plan to rent a car, check out alternate airports:
Ft. Walton Beach (airport code VPS) is about an hour east of PCB. Fares can up to $100 cheaper or more (depending where you are coming from). If a couple of people are going, the savings will about pay for the rental car.
Pensacola (airport code PFN) and Tallahassee (airport code TLH) are each roughly two hours away. Worth it if much cheaper.
In four visits to the area, I have only used Panama City airport once. Ft. Walton Beach airfare is almost always cheaper. Note: When going from the Ft. Walton airport to PCB, head north out of the airport over to Niceville and cross the bay on the bridge. Do not go through Ft. Walton Beach and Destin. Traffic can be terrible.
