Usually the first 3 weeks of march are peak weeks. The end of march is still packed but not like peak week. Also the vendors start packing up near the end of march. The April crowd starts shifting towards high schoolers.

The 9th thru 15th of March will be your best bet, but like CT said any time during those first three weeks will be packed no matter what.
