Either one is a winner. The Sandpiper is cheaper and has the Tiki Bar under it which is always a great time. The Boardwalk is on the opposite end of the beach, but don't let anyone fool you. It's just as packed around the sandpiper as it is around the boardwalk and just as good of a time.

two very different places.
sandpiper is pretty far away from the main crowds but it's cheaper, has free access to their tiki bar, and there's a huge crowd of students day and night. boardwalk is the resort where the MTV stage is, it's next to the largest clubs in the city and most things are within walking distance. a bit pricier. all depends on what you're looking for I guess.
