I'm a little confused over what the 'legal limit' is now. Did it just change recently?

It has been several years now but the "legal limit" in the State of Florida is .08 The State of Florida may still charge you with DUI even if you are under the .08 legal limit if your "normal faculties" are impaired. Normal faculties are generally your ability to walk, talk, act in emergencies, and perform the everyday activities of life.
